I think this will be easier to resolve before they move in than afterwords. But putting your foot down may cost you both tenants, so make sure you're ready for that. Mine has no withers and is built like a marshmallow on legs..but can't roll over. Rolls on one side, gets partly up (sometimes only to her knees) then down on the other side. She made it over completely once and shocked herself. She's quite supple, so I don't worry about it, but have noticed it over...

Ouch! That sucks! I think you should be ok to ride once the swelling subsides, if you keep the rein outside of your pinky finger so there's no pressure on the ring finger. I would stick to reliable mounts with good brakes and steering just in case.

Worth a try, though I know some people/barns insist that they are taken off overnight as not to impede vision (I have left them on 24/7 during ulcer treatments with no issues).

If she's losing halters she's either catching them on something or paying rough with a buddy. Probably safer to turn her out without them, just in case, even if they're breakaway.

High WBC is usually a sign of infection, if that's what it is she might feel much better after some antibiotics, and fluids or anti inflamms if she needs them. I wouldn't say it's hopeless, but it's good to be open to different outcomes with older animals. Hope she feels better soon.

I missed the part about your kids already riding at the other barn, that would be the tipping point for me. I do get that there are good things about your current barn (even if some of the rules seem over the top). You could always give it a trial period (say 3 months?) and see how you feel afterwar...
