There is a wonderful product sold here in FLorida called "Muck Itch". Spray on. Oily,lots of natural oils including tea tree oil ...and some chlorhexadine.

Bending and counterbending down the long side while in true canter will help. Also counterbent turns at walk and trot (and then at canter when you can do them at the walk and trot) so that the horse learns that he can turn with his head/neck bent in the direction of the turn and also with them bent...
