It doesn't mean what you think it does...
I'm ploughing through resumes at the moment, which is not an uplifting experience.
I had one today, which, to it's credit, did actually have a cover letter (a large majority of applicants ignore this requirement, which puts them on the "probably not" pile straight out of the box.)
The cover letter was a work of art, swirly text and graphics and all (almost impossible to read, but pretty...) However, what I could read... oh dear...
To quote: "I pride myself in being a Jack of All Trades and Master of None."

I am so glad that I have a new job and don't have to interview (or work with) interns this summer! Although they could be entertaining, mostly they just depressed me.

so you think it means? To me it is some one who is proficient at many things and does not specialize. I would not exclude some one who said that if i was looking for a flexible employee.
I looked up several definitions. Most said the same thing, adept or proficient at many things.

Not where I grew up. It means that while you do all sorts of stuff you do none of it very well.
Perhaps leaving off the "master of none" would have been more forgivable.

I even changed my keyboard on my phone. I do not know how to turn off autocorrect.

I would feel the need to use a phrase book if I was looking at, or writing a resume. Perhaps you have a colloquial understanding of a phrase that is not generally translated that way.

What type of job is this for? I would hope that the content of the cv holds more weight than the wording or presence of a letter, but maybe I'm wrong.

Office Manager. Ability to follow directions and to communicate clearly with clients is pretty key to success in this position, we have learned over the years.

That makes sense, my experiences have been more with scientific or technical positions, where education and experience is higher on the list than personal skills (though is still a factor).
