I guess this is a "grooming" topic... goat dilemma

My horse is pastured with a posse consisting of three large goats. This is because the horse he was with was biting him too much.
Anyway he loves his goats and the goats love him. Unfortunately they are eating his tail. They ate at least a foot of it and the remainder is different lengths. It used to be almost to the floor and thick the whole way but now it is about at hock level.
My concern is that he be able to defend himself against his mortal enemy, the insects. What should I do?
