Netting to cover compressed bale on a hay rack

I have been using compressed half pasture bales with success until this year. I now have a mini that eats it from the bottom/side - and so the top band gets loose from the two horses and the bottom band fails due to her nibbling. I'd like to have a net/prefer webbing to cover it after I have to remove the wires so it does not fall apart quite so quickly. It's up on a hay"table" not on the ground so no danger of shoes etc, and the table top is diamond mesh so lots of attachment places. Any ideas/ TIA.
