Couldn't correct my previous title for the thread so started another one
Ok so I now have the correct name. ECP Estradiol Cypionate. this is the info I received..."It's actually used to stimulate mares to cycle, but they have found subsequently that it also helps horses that have stiffness and soreness in the stifles. Mechanism of action is unknown but it's felt it helps to relax the pelvic muscles allowing more freedom of movement in the pelvic/stifle area. It is an off label use so not sure how much "research " is out there for its effect with lameness.

It used to be a big thing but I not many people use it anymore. I never had it help.

Here's a flow chart for treating upward fixation of the patella (or locking stifle), although this is a little different from what I hear you asking about, the intent here is to tighten the ligament that is allowing the patella to slip out of its groove:
